3PL - What is the "Pickup Picking Fee" with 3PL Billing?

This is a fee applied to orders with a Fulfilled status, but no shipment associated. For example, this would apply when an order is picked at the warehouse and the customer wants to pick up the order at this warehouse instead of having it shipped.
