This error is provided by Endicia, which states that you do not have the Pay-on-Use Return Label service enabled for your account. There are two options for solving this issue:

You can add Pay-on-Use Return Label services to your Endicia account.
Review https://www.endicia.com/return-shipping-labels/pay-on-use and follow the steps indicated to add this service to your account.
Disable Pay-on-Use Return Label Services in ShipHero
You can disable Pay-on-Use Return Labels in ShipHero as follows:
- Go to app.shiphero.com > Shipping > Carriers
- Edit the settings for your Endicia carrier
- Uncheck the box for Enable Pay On Use return label
